The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of UNEP’s Economy Division is to encourage decision-makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. The Life Cycle Initiative is a public-private, multi-stakeholder partnership enabling the global use of credible life cycle knowledge by private and public decision makers.
Hosted by UN Environment, the Life Cycle Initiative is at the interface between users and experts of Life Cycle approaches. It provides a global forum to ensure a science-based, consensus-building process to support decisions and policies towards the shared vision of sustainability as a public good. It delivers authoritative opinion on sound tools and approaches by engaging its multi-stakeholder partnership (including governments, businesses, scientific and civil society organizations).
The Initiative facilitates the application of life cycle knowledge in the global sustainable development agenda in order to achieve global goals faster and more efficiently.
The position is located in the Economy Division, Resources and Markets Branch, Lifecycle Initiative in the Paris duty station. Under the supervision of the Coordinator Lifecycle Initiative the Programme Management Officer will perform the following duties:
Act as UNEP focal point to the Secretariat of the Life Cycle Initiative in order to facilitate the implementation of life cycle based approaches and decisions in Governments, Businesses and the general public about natural resources, materials and products targeted at consumption clusters and the increase of capabilities worldwide on life cycle based approaches, in line with UNEP’s programme of work. Contribute to the alignment of life cycle based activities within UNEP and towards a common strategy around data, methods, and tools for implementation of life cycle approaches globally. As focal point to the Secretariat the staff member is responsible for ensuring that decisions are taken in alignment with the aims of the Life Cycle Initiative and UNEP’s work.
Ensure that funds are raised and projects are adequately implemented and completed in an effective and efficient way. More specifically, the staff member is responsible for the implementation of the activities around a global initiative for LCA database interoperability and capacity building on life cycle approaches.
Manage and collaborate in joint projects with other UNEP teams working on specific value chains such as food, buildings and construction, mobility, finance sector, others. As project manager, the staff member is responsible for the planning of tasks and timelines, provision of resources according to the plan approved, implementation of the activities, recruitment of consultants and partners, etc.
Function as expert on Life Cycle Assessment to enhance sustainable resources management through the collaboration in other tasks as requested by the Head of Unit.

Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of life cycle approaches and their application in sustainable consumption and production (e.g. food; buildings and construction; mobility; etc.); is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges, and; remains calm in stressful situations.
PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; and, uses time efficiently.
COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match the audience; and, demonstrates openness in sharing information and keeping people informed.
Advanced university degree (Master’s degree or equivalent) in sustainability or environmental topics or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of five years of progressively responsible experience in project or programme management, policy advice related to sustainable development and life cycle approaches, or related area, is required.
At least two years of work experience in international organizations, is required.
Experience in negotiations with Governments or Business associations is desirable.
Experience in publications of scientific or journalistic articles as well as reports or books is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required, knowledge of French is a desirable.
NOTE: “Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “Knowledge of” equals a rating of “confident” in two of the four areas.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity.
